Similar to cmsmode, denyactions, disableactionsbygroup
With the hidemenus plugin you can easily decide whether or not you want to show the page and site tools for users who are not logged in. You can adjust this in the configuration.
Search and install the plugin using the Extension Manager. Refer to Plugins on how to install plugins manually.
In the configuration you can turn page tools hiding and site tools hiding on or off. Default for both is off which means showing the tools to everyone.
